Garbage this year has been a huge topic this year in the province.
In Saskatoon we had the city back off of a proposal to do bi-weekly collection there. It created quite a stir.
In Regina they instituted collect at your door and it was controversial.
In Moose Jaw they are looking for a structure to get a lot of what is waste out of the landfill.
Many years ago a proposal was floating around city hall that there was going to be a civic tax or charge for things such as newspapers and flyers. The idea was that it was expensive to collect and haul all of those newspapers away and that the city and taxpayers should be reimbursed for it. The idea was resisted by the local newspapers of the day - they claimed there would be a loss of printing jobs here locally - and they came up with a substitute plan whereby the city and province along with the Exhibition hauled all of the compostable waste to the exhibition grounds where it was mixed with manure and straw and turned into compost. That idea died with the plastic that started to show up in the compost.
Was it a good idea? Certainly it was and given that both of our newspapers are now printed out of town it is time we re-visit the idea and charge them for the garbage that their product produces.
Who knows maybe they could use the funds to man the city compost pile and this time the project could be successful - instead of periodically giving the exhibition company the authority to dump manure for free at the dump.
FYI - the great manure pile was finally disposed of this spring.

This would be an expensive proposal but at the same time I like the idea as in the end it would be a lot less costly.

Should a recycling levy be indexed to the amount of garbage one produces? I hope so, 'cause I wouldn't want to be charged the same levy as someone with six kids, a grandma, three dogs and two cats....just saying...

That is actually a good point because I know they did a study a few years ago about the entire carbon use issue and it was found that the more affluent actually produce more carbon than the poor (rich people drive more, have larger homes with more heating, buy imported foods, fly more and engage in other high carbon producing goods and services) so they should be taxed more that way.
As far as charging based upon use it could happen through surcharges at the till. Sort of like those non-refundable recycling fees on computers and tvs.

I don't think how "rich" one is necessarily governs how much garbage a household produces. I have a decent cash flow but I seldom fly-like twice in the past 10 yrs; I make a list, and only drive when I need to, simply because I prefer efficiency in my trips; have been boycotting "Made in China" for years and have recently added "Mexico" so buying "imports" is minimal. According to one online carbon foot print calculator, I produce 7 tonnes/yr, which won't change unless I turn off the heat, collect rain water, and go forage for food...

I was referring to household waste-ie, flyers, newspapers, packaging materials, cans, bottles, etc, that's picked up at the curb.

I know many people here with only two people in a 2200 square foot homes, three cars, tewo Harleys, trips alll over the place.
All of these have a carbon cost involved in their manufacture.

As far as household waste goes it could be nice to weigh it and make the user pay it could help decrease waste and encourage something say like composting - leaves for one. Probelm is right now the spring creek seems to get its fair share of matresses due to a recycle charge. Too many people just do not want to pay their fair share.

So here we go again. Anyone know if the city will be providing dump sites for bagged leaves to be incorporated in their mulching program ( do they have one for use in the parks)? Or are we still behind the times and not as progressive as other places. Even the little towns of Bruno and Humbolt have garden waste and composting programs.
