Sure. TD's statement is just as believable as it is unbelievable in my opinion. The statement is believable because it is just reiterating the original rumour, in which a bunch of NDP friends may be supporting each other in an upcoming municipal election. Entirely believable.
A rumour essentially has 3 outcomes. Proven true, proven false, or remains unproven.
Something is credible when it is capable of being believed. Was the original rumour capable of being believed? Sure. Was TD claiming to have arrived at one of the 3 outcomes of a rumour believable? Absolutely. That is why I believe the statement is believable.
But I, as you, are awaiting a source of proof, or at least additional details, as to how this rumour has been confirmed as fact. Until then it still remains unproven.
