Not sure that is a black and white question. The answer would depend on the NGO (which I assume stands for Non Government Organization.)

I can give you one where the kids came home mad at farmers because a lady with a dog had visited their class and told them very bad people on farms kill gophers.

Good example. The problem is that I dont think we can find the answer in setting a policy that either bans or allows all NGOs. I suspect the more appropriate answer would be to allow the teacher to decide who gets to speak to the class, as it should relate to that teacher's curriculum, and hold the teacher who brought this person into the classroom responsible if it is a bad decision.

If the topic that any non-governmental organization spokesperson chooses to speak on isn't against the law, I don't see a problem. What one might consider propaganda, the next person won't.
In the case of the lady with the dog talking about bad people on farms killing gophers, that's telling only one side of the issue. Bring in a farmer to speak to the class-he might tell them about his crop loss from gophers, and how many of his animals have broken a leg stepping into a gopher hole. There needs to be balance.
